Chegutu RDC CEO in court over US$686 fraud

Chegutu Rural District Council Chief Executive Officer Dan Magwenzi Zvobgo and Information and Communication Technology Administrator Mugove Marlvin Mapaike have appeared in court on fraud allegations.

The Zimbabwe Anti-Corruption Commission (ZACC) arrested them for allegedly conspiring to apply for a ZINARA exemption certificate for a vehicle that no longer belonged to the local authority.
Zvobgo and Mapaike appeared before Chegutu Magistrate Sharon Mashavira today, 4 November 2026, and were remanded in custody on US$100 bail each.
They will return to court on 19 November 2026.
Allegations are that sometime in 2025, the two connived and misrepresented to the Zimbabwe National Road Administration (ZINARA) that a Toyota Hilux, registration number AAE 8748, was still a Council vehicle when they fully knew it had been sold to former Chegutu RDC Chairperson Tatenda Gwinji.
Acting on the misrepresentation, ZINARA issued a one-year exemption certificate for the vehicle expiring on 30 November 2026, resulting in the State being prejudiced of US$686.
