Contractors blames ministry’s interference
…call for deregistration of some driving schools

Some contractors under the ministry of Transport & Infrastructure Development have raised complaints against some individuals who are offered contracts without due diligence.
The contractors are blaming the transport minister Felix Mhona and Loveness Dumwa for allowing incompetent candidates to be awarded tenders.
“There is interference in the operations of key parastatals where major payouts are being given to individuals who are not suitable and with limited capacity to interrogate and question corrupt elements.
“Some are promoted ahead of competent and qualified personnel,” said the source.
There is commissioning and handover of road payouts to contractors before the technical and procurement process e.g tender, environment clearance and appearance of designs aren’t in place.
“In many cases the payouts are still in existence and handed over to preferred contractors.”
Other sources said, the minister and his chief director Loveless Masuka Dumwa are the main actors on all corruption activities.
“Dumwa and Mhona also demoted Dewa for them to remove him from the race so that he can pave way for former perm Sec, Chinyanga’s brother.
“Passmore Dewa passed all interviews but because they don’t want him despite being the one who did designs at Robert G Mugabe airport Vic Falls and Bulawayo airports and also demoted Operations Manager of Traffic Safety Council because that lady CD was also to get some money to fund her foreign trips.
“Now all directors at the ministry are under investigation but no one has been sent on forced leave but for vid officers who are not guilty they are suspended or fired for no reason.”
Sources also said, the influence has even got to driving schools who are now bullying VID officers or even pushing for their suspension.
Another source said, the driving schools aligned to the minister are given much power.
“Driving schools aligned to the minister are controlling and bullying VID officers by causing the transfer and suspension of officers.
“Madriving schools anofanirwa kuderegistwa ndeanotevera Ring D School, Safety D School Welcome D School, Fish D School , Legent D School, Instructors Nyasha Dohwa , Suplen, Sanangura ,Hove, Chatukuta and Katurura.”
Added the source:
“VID officers are now vulnerable because of these instructors and they are now afraid to discharge their duties.
“If the applicant for preferred school fails, Mhona or Cd interfere with all these driving schools underneath.
“Driving schools are supposed to go through the Traffic Safety Council but they go straight to the minister and they don’t follow procedures.”
The source also said, the driving schools aligned to the minister are the ones who are causing havoc
“The driving schools working with the minister, are the ones who made VID Eastlea to come to an standstill after obstruction and violence.
“The depot came to a standstill and the minister didn’t act since he is related to Onias Sanangura of Ring Driving School.
“They were arrested on July 27, last year and were ordered to pay admission of guilty.
“They were supposed to be deregistered.”
